Setups outside the 65% Weekly ATR

Hi all,

Could someone please clarify if setups such as a reversal or chop zone can be traded outside the 65% WATR?  It would seem that once price has exceeded the 65% WATR there would be a higher chance of a reversal or consolidation, rather than continuation, benefiting these 2 setups.
